Heavy duty tile and grout cleaners, such as sulfamic and phosphoric acids are the safest and most used.  A soft bristled brush should be used to agitate the cleaners in the grout joints after the cleaner is allowed to sit on the surface for the product recommended time.  Resealing the grout is also recommended.
